RDSP Special Needs Savings

Special Needs Savings Plan (RDSP)

Securing a Dignified, Lifelong Financial Future for Loved Ones with Special Needs.

The RDSP (Special Needs Registered Savings Plan) is Canada’s premier long-term program designed to help individuals living with special needs and their families build substantial wealth, dignity, and lifelong financial independence.

With up to $90,000 in federal government contributions through Canada Savings Grants (CDSG) and Bonds (CDSB), an RDSP transforms modest personal savings into enduring financial security. Best of all, assets and withdrawals from an RDSP are fully exempt from asset testing under provincial programs like Ontario's ODSP, Alberta's AISH, and BC's PWD—protecting your family member's crucial monthly benefits.

Up to $70,000 in Matching Grants

The federal matching grant (CDSG) matches qualifying deposits at up to 300% ($3 for every $1 saved), delivering up to $3,500 every year toward a $70,000 lifetime cap.

Up to $20,000 in Free Bonds

Modest-income families can receive the federal savings bond (CDSB) of up to $1,000 annually with $0 personal contribution required, up to a $20,000 lifetime limit.

Protects Provincial Benefits

RDSP assets and income withdrawals are sheltered from provincial income and asset tests in virtually all Canadian provinces, safeguarding ODSP, AISH, and BC PWD support.

10-Year Retroactive Catch-Up

You can claim up to 10 past qualifying years of unused grant and bond entitlements dating back to when the beneficiary became DTC-eligible, claiming up to $10,500 in grants per year.

“An RDSP is the single most generous and compassionate financial tool in Canada. Between matching grants of up to $70,000 and bonds of up to $20,000, we help families establish guaranteed lifelong dignity without risking essential provincial supports.”

What is the CRA DTC Tax Certificate and why is it required for an RDSP?

The DTC (Disability Tax Credit) is a non-refundable tax credit certified by the Canada Revenue Agency (via Form T2201, signed by a medical practitioner) for individuals living with prolonged special health needs or physical/mental impairments. Under Canadian law, having an approved and active DTC certificate is the essential legal requirement to open an RDSP and receive federal matching grants and bonds. The beneficiary must also be a Canadian resident with a valid SIN under the age of 60.

How much money can the Canadian federal government contribute to my RDSP?

The Government of Canada offers up to $90,000 in lifetime non-repayable assistance across two programs:
1. Canada Savings Grant (CDSG): Up to $3,500 annually, matching your deposits at up to 300% ($3 government match for every $1 you save on the first $500, plus 200% on the next $1,000), up to a $70,000 lifetime cap.
2. Canada Savings Bond (CDSB): Up to $1,000 annually for modest-income beneficiaries—with $0 required contribution, up to a $20,000 lifetime cap.

Will having an RDSP affect or claw back provincial benefits (like ODSP or AISH)?

No, in almost all Canadian provinces, your benefits are 100% protected. Provincial governments—including Ontario's ODSP support, Alberta's Assured Income for the Severely Handicapped (AISH), and British Columbia's PWD programs—specifically exempt RDSP account balances from asset testing. Furthermore, withdrawals from an RDSP are generally exempt from income tests, ensuring monthly income assistance, specialized medication, and dental benefits remain intact.

How does the 10-year retroactive catch-up rule work?

Under Canadian carry-forward rules, you can claim unused grant (CDSG) and bond (CDSB) entitlements for up to 10 past qualifying calendar years (dating back to when the beneficiary first became DTC eligible or back to 2008 when the RDSP began). While the standard annual grant limit is $3,500, you can receive up to $10,500 in matching grants in a single calendar year when catching up on past entitlements, accelerating your account balance substantially.

What is the 10-year repayment rule (Assistance Holdback Amount)?

The RDSP is designed as a long-term investment vehicle. Under the federal Assistance Holdback Amount (AHA) rule, government grants and bonds paid into the account in the preceding 10 years must remain in the plan. If any withdrawal is made before 10 years have passed since the last grant/bond deposit, you must repay $3 of government assistance for every $1 withdrawn (up to the total assistance received in that 10-year window). For individuals with a shortened life expectancy (5 years or less), specialized rules (SDSP) permit penalty-free annual withdrawals.
